The Pacific Islands Tax Administrators Association (PITAA) was invited to participate Conference in the Tax and Development Conference hosted by the Platform for Collaboration on Tax (PCT) from 2–3 March 2026 in Tokyo, Japan, recognizing PITAA’s insights on how regional collaboration, capacity building approaches, and practical administrative reforms can strengthen domestic revenue mobilization in small and vulnerable country context.

PITAA Head of Secretariat, Mr. Petero Maivucevuce, joined global taxation leaders, including Finance Ministers, Commissioners General, development partners, and international organizations, to discuss strategies for strengthening domestic revenue systems and supporting sustainable development.

During the conference, Mr. Maivucevuce contributed as a panellist across multiple sessions focused on regional perspectives on domestic revenue mobilization, key DRM, challenges in Small Island Developing States (SIDS), and opportunities to enhance regional collaboration. Through these discussions, he highlighted the unique challenges faced by Pacific Island countries, such as limited tax bases, vulnerability to economic and environmental shocks, and capacity constraints that continue to hinder effective domestic revenue mobilization.

“Small Island Developing States face persistent challenges in strengthening domestic revenue systems, and platforms such as the PCT Conference are critical for elevating our regional perspectives and advocating for practical, inclusive solutions,” Mr. Maivucevuce said.

He also emphasized the importance of regional collaboration: “Through strengthened regional collaboration, shared knowledge, coordinated capacity building efforts, PITAA is helping Pacific tax administrations respond more effectively to evolving global and domestic challenges.”

Organized by the PCT, a joint initiative of the IMF, OECD, UN, and World Bank Group, the conference brought together approximately 250 participants to explore tax policy reform, revenue administration, and international tax cooperation, while focusing on the role of domestic revenue mobilization in achieving the Sustainable Development Goals (SDGs).

PITAA’s participation in the conference demonstrates its commitment to supporting member countries in strengthening domestic revenue systems while actively engaging in the global tax policy landscape.

“PITAA remains dedicated to working with international partners and our member administrations to drive meaningful reforms, elevate Pacific perspectives, and ensure our voices are represented in shaping the future of global tax cooperation,” Mr. Maivucevuce added, highlighting the association’s vision to advance resilient, inclusive, and forward-looking tax systems across the Pacific.
