How is PITAA Funded?
The PITAA Secretariat continues to be fully funded by its members through annual subscriptions, reflecting the collective commitment of Pacific Island tax administrations to regional cooperation and sustainable self-governance.
Member Support
PNG Internal Revenue Commission (PNGIRC) provides funding to the PITAA Training Fund, which enables the Secretariat to partner with regional and international organisations in delivering capacity building initiatives to PITAA members. Beyond financial support, PNGIRC also provides legal assistance to the Secretariat.
Fiji Revenue and Customs Service (FRCS) generously provides office space to the PITAA Secretariat at its complex in Nasese, Suva — our permanent establishment. FRCS also extends IT assistance to support the day-to-day operations of the Secretariat.
Development Partner Support
The PITAA Secretariat has recently entered into two significant grant agreements with the Australian Department of Foreign Affairs and Trade (DFAT):
- Women in Tax & Leadership Initiative (2025–2026) — A two-year grant agreement supporting the PITAA Secretariat in advancing women in tax, leadership development, soft skills training, and technical assistance programmes.
- Pacific One Stop Shop (POSS) Initiative — A grant agreement to support the implementation of the Pacific One Stop Shop, a regional digital tax administration platform designed to assist Pacific Island tax administrations in managing GST/VAT compliance for cross-border digital economy transactions. The system facilitates simplified registration, lodgment, payment, and revenue disbursement for non-resident digital suppliers operating across multiple Pacific jurisdictions.
Regional & International Partnerships
The PITAA Secretariat continues to build and maintain strong working relationships with leading regional and international organisations to deliver capacity building and technical assistance to its members, including:
- PFTAC – Pacific Financial Technical Assistance Centre
- ADB – Asian Development Bank
- IMF – International Monetary Fund
- OECD – Organisation for Economic Co-operation and Development
- NTO – Network of Tax Organization
- CIAT – Inter-American Centre of Tax Administrations
These partnerships reinforce PITAA’s commitment to strengthening tax administration across the Pacific region through collaboration, knowledge sharing, and sustainable institutional development.
