CALL FOR EXPERTS – Pacific Tax Expert Panel
The Pacific Islands Tax Administrators Association (PITAA) is a non-profit organization of Tax Administrators in the Pacific region. Established in 2003, PITAA has a membership of 16 Pacific Island Countries (PICs) with an objective to provide a network to support and promote programs and projects that enhance tax administration advancement in PICs.
PITAA has an established Secretariat in Suva, Fiji to manage its operations. The Secretariat pursues the coordination and implementation of the PITAA Heads Meeting and decisions of the PITAA Executive Committee, in addition to facilitating capacity building needs requested by members.
The expert panel will support PICs in addressing shared challenges and leveraging key opportunities to strengthen tax administration, governance, and stakeholder engagement and promote sustainable revenue mobilization and economic development.
Areas of Expertise Required:
We are specifically seeking experts in the following areas:
- Tax Audit & Compliance
- Indirect taxes (VAT / GST, Excise)
- Gender in Taxation
- Strategic Management
- Design & Monitoring
- Communication
- Tax Administration enabled by Technology
- IT & Digital Transformation
Purpose
The selected experts will contribute to the development and implementation of initiatives that improve tax systems, promote compliance, and foster equitable participation in tax administration and the tax system. Their role will include assessment and enhancement of current practices, training and capacity building, and sharing best practices across jurisdictions. Peer to peer engagement, collaborative learning, and communities of practice are to be encouraged.
Eligibility
- Professionals with relevant expertise in one or more of the listed areas.
- Minimum of fifteen years’ experience in tax administration, policy and related fields.
- Availability for virtual or in-person engagement.
- Demonstrated experience working in or with PICs.
- Strong intercultural communication, facilitation, and mentoring skills.
Selection and Engagement
Qualified experts will be included in the Pacific Tax Expert panel managed by the PITAA Secretariat.
Inclusion in the panel does not guarantee immediate or any engagement, but enables experts to be considered for future assignments, including:
- Mentoring and/or technical advisory mission.
- Facilitation of workshops and training sessions (virtual and/or face-to-face).
- Participation in regional knowledge exchange activities.
- Capacity development bilaterally or multi-laterally.
PITAA’s working language is English.
