As you prepare to attend the PITAA Annual Heads Meeting in September 2026, we are pleased to introduce the Republic of Palau, a small Micronesian island nation known for its global leadership in environmental stewardship, rich cultural heritage, and warm, welcoming people. This overview highlights key aspects of Palau’s history, culture, and practical information to support a meaningful and enjoyable visit.

Historical Highlights

Palau’s history reflects centuries of indigenous governance, followed by successive periods of foreign administration, before achieving full independence in the modern era.

Key historical milestones include:

• Ancient Settlement and Clan System: Palau has been inhabited for over 3,000 years. Traditional society is organised around clans and chiefly systems, many of which continue to influence leadership and land tenure today.
• Colonial Periods: Palau experienced Spanish, German, and Japanese administration between the late 19th century and World War II. Remnants of these periods remain visible in infrastructure and cultural influences.
• Trust Territory Era: After World War II, Palau became part of the United Nations Trust Territory of the Pacific Islands, administered by the United States.
• Independence: In 1994, Palau became a sovereign nation under a Compact of Free Association with the United States, maintaining close diplomatic and economic ties while exercising full self-governance.

Palau is a constitutional republic with a strong emphasis on traditional leadership alongside democratic institutions.

Unique features include:

• A bicameral legislature and elected President
• A Council of Chiefs, which advises the President on matters of custom and tradition
• A national commitment to environmental stewardship, symbolised by the Palau Pledge, required of all visitors upon arrival.

Cultural Heritage and Traditions

Palauan culture places high value on respect, community responsibility, and harmony with nature.

Notable cultural elements include:

• Bai (Men’s Meeting Houses) 

Elaborately decorated traditional structures used for community meetings, storytelling, and decision-making.

• Matrilineal Society

Inheritance and clan identity are passed through the female line, giving women a central role in social structure and leadership.

• Traditional Practices

1. Bul: A customary conservation practice placing temporary bans on fishing or harvesting to protect resources
2. Storyboards and wood carvings depicting legends and historical events
3. Use of traditional shell money (udoud) in ceremonial exchanges

Cultural Etiquette

Visitors are encouraged to observe the following customs:

• Modest Dress: Shoulders and knees should be covered, particularly in villages, government offices, and churches.
• Greetings: A smile and light handshake are appropriate. Common greeting: “Alii”.
• Respect for Customary Authority: Traditional leaders and elders are accorded high respect.
• Environmental Respect: Marine life and natural areas are legally and culturally protected; adherence is taken seriously.

Geography and Climate

Palau consists of over 300 islands, including the famed Rock Islands Southern Lagoon, a UNESCO World Heritage site.

Climate

September falls within Palau’s wet season, with warm temperatures averaging 26–30°C (79–86°F). Humidity is high, and brief heavy showers are common. Light, breathable clothing and rain protection are recommended.

Sea temperatures average 28–29°C, supporting Palau’s world-class marine biodiversity.

The Annual Heads Meeting will be held at the Ngarachamayong Culture Center in Koror, Palau, located approximately 7 miles from Palau International Airport and within easy access to local attractions such as the Belau National Museum and Palau International Coral Reef Center. 

The area around the cultural center is well-maintained and safe. There are several restaurants and shops within walking or short driving distance, so delegates can easily find meals or refreshments. Delegates are reminded to exercise normal safety precautions when moving around after workshop hours to avoid accidents or injury.

During the meeting, morning tea, lunch, and afternoon tea will be provided.

Passport & Visa

Before you travel, you must complete the Palau Entry Form online within 72 hours prior to your arrival. This generates a QR code that you must present at check‑in and upon arrival.

Delegates requiring a visa to enter Palau are strongly encouraged to start the visa process early.

Visa Requirements

Before traveling to Palau, please make sure you meet the following requirements:

• Valid Passport: Must be valid for at least 6 months from your date of entry.
• Onward/Return Ticket: You must have a confirmed return or onward ticket.
• Purpose of Visit: Your visit must be for tourism, leisure, or attending meetings/conferences.
• Invitation Letter: Bring a copy of your official invitation letter (for workshops or conferences) and be ready to show it to immigration officers upon request.

Arriving at Palau International Airport

Currency

The local currency in Palau is the United States Dollar (USD). Major credit cards are widely accepted at hotels, restaurants, and larger establishments. ATMs are available in Koror and other main towns.

Language

While Palauan is the official language, English is widely spoken, especially in government, business, and tourism sectors.

Time Zone

Palau operates on Palau Time (PWT), UTC+9, which is 9 hours ahead of Coordinated Universal Time.

Electricity Outage & Voltage

Power outlets supply 120V AC, 60Hz, using Type A and B plugs (same as the U.S.). Adapters or converters may be required for devices from other regions.

Internet & Connectivity

Wi-Fi is available at the workshop venue and most accommodations. Mobile coverage is generally good in Koror and other populated areas but may be limited on smaller islands.

Drinking Water

During the workshop, delegates will be provided with bottled water or water dispensers. It is recommended to avoid tap water on remote islands.

Insurance

Delegates are strongly advised to arrange travel insurance for attending the meeting. Emergency Services & Hospitals: Belau National Hospital in Koror is the main medical facility. Private clinics are also available in Koror for minor ailments.
