SUMMARY:PITAA-PFTAC Virtual Seminar on PITAA Regional Network Tax Administration Software Group (TASG)
DESCRIPTION:During the Pacific Islands Tax Administrators Association (PITAA) Annual Heads Meeting in August 2022 the need to exchange experiences with the administration of IT systems was identified. At the end of the workshop there was an agreement to establish an IT focused “sub-group” within PITAA\, made up primarily of IT technologists. The expectation is that this PITAA sub-group will provide support to fellow tax administration information systems maintainers by sharing experiences\, providing help with level 0 software issues and potentially to lever locally developed reports / solutions to assist other tax administrations.  This will not replace the maintenance agreements with suppliers of your software\, rather it will\, hopefully\, provide suggestions on how to proceed with technical issues that likely don’t require a service request to the supplier and to share good practices in keeping tax admin software operational. \nFollowing from the undertaking of the 2022 Annual Heads meeting\, PFTAC and PITAA have organized a virtual seminar which is scheduled for Thursday 6th April 2023. \nA draft Terms of Reference (TOR) for this technical group has also been developed and you will find this appended below. Your assistance would be appreciated in reviewing this draft TOR for this sub-group and suggest enhancements or provide comments. \nWho Should Attend? \nThis seminar is targeted at staff who are directly involved in the Tax Administration software IT operations i.e.\, people who work in IT or in the team that has responsibility in their administration for liaising with IT or IT service providers to resolve issues with the software or system. \nFor this initiative\, we are requesting two technical contact points (a primary and a secondary one). We also request a management representative to attend the initial meeting. Ongoing communications with the technical group members would be copied to their tax administration management. An information note will also be sent to the participants along with a request for input on topics that they would like to see discussed within the group. SUMMARY:PITAA-PFTAC Regional Workshop on Gender in Practice in Pacific Revenue Administration
DESCRIPTION:As you are aware\, the workshop in August 2022 opened a leadership discussion on global and regional trends on this important global agenda and introduced some stark realities which were collectively action planned into four key thematic areas\, namely: \n\nWorkforce strategy\nCollaboration\nData strategy\nTaxpayer services\n\nTo ensure we all collectively maintain momentum and commitment to this global development agenda\, Fane Vave (PFTAC short term expert) will lead this session aiming s to: \n\nhear back from members on what participants and Revenue Administrations have done since the workshop.\nprovide a recap of global agenda and August workshop outcomes.\noverview of Public Finance Management link to Gender & Revenue Administration.\nprovide an ISORA gender data update as of December 2022.\ndiscuss how we can use ISORA information to inform decision making.\nhave two countries present their Country case study.\nsupport you to develop a strategy and action plan to address where you are with the Gender agenda & where you want to be.\nsupport you to move from strategy to implementation within your Revenue Administration.\nreceive nominations from you for a key focal point for Gender in your Administration.\n\nIn our Senior Leaders Seminars last year\, we learned about the importance of good practices\, performance standards\, strategic planning and operational planning. We encourage members to add a gender lens to existing practices and plans with defined timelines. This might be including questions such as: \n\nWhat are the strategies and tasks that need to be completed or achieved?\nWho are the individuals responsible for tasks and strategies?\nWhen must each strategy be completed?\nHow much will it cost?\n\nParticipation: To ensure we are all proactively engaged and prepared for the workshop\, there are a few pre-work activities which we have set up to get participants into the headspace for open minded discussions. These include: \n\nCompletion of an online\nA 5-minute Country update on gender in your administration at beginning of online workshop on:\n\nwhat Attendees or your Administration have done since the August workshop 2022; or\nif you are uncertain or unsure of what to do next\, how can we support you to progress Gender discussions in your Administration?\n\n\nCollaboration: Identifying resource support needed to enable gender work to be progressed within your Administration.\n\nTarget Audience: The workshop is designed for leaders able to represent or influence in the four thematic areas: (1) workforce strategy; (2) collaboration with the community; (3) data and systems; (4) Taxpayer services and/or if you have a dedicated role or someone already leading work on gender and diversity in your administration. SUMMARY:PITAA-PFTAC Regional Workshop on Tax Audit
DESCRIPTION:The PITAA Secretariat in partnership with the Pacific Financial Technical Assistance Centre (PFTAC) is delighted to invite your administration to nominate two (2) participants fully funded to attend the face-to-face regional workshop on Tax Audit scheduled from 24th – 28th April 2023 at the Lava Hotel in Apia\, Samoa. \nA tax administration’s role includes encouraging taxpayers to voluntarily meet their tax obligations\, including ensuring taxpayers file accurate tax returns. However\, there are often times where taxpayers make mistakes or choose to file incorrect returns. Therefore\, it is necessary for the tax administration to take the appropriate action to address this risk\, and this includes undertaking taxpayer audits. \nTax auditing is therefore a very important part of managing compliance risk and to encourage taxpayers to voluntarily comply with their tax obligations. As a tax administration often has limited audit resources it is necessary for the administration to employ a risk-based approach for identifying and prioritizing taxpayers to be audited and ensure the appropriate type of audit is undertaken to meet tax administration’s outcomes. It is critical that the administration’s Auditors have the necessary skills and experience to be able to undertake the audit activity. \nWho Should Attend? \nThis workshop is targeted at Auditors who may either be new to their role or those auditors who may need further development at an introductory or intermediate level\, and also be provided with an understanding of good audit practices.
